Ensuring Safety and Compliance with Pre-Start Health and Safety Reviews (PSR)
Warehouses and distribution centers rely on high-quality and sturdy racking systems to function safely and efficiently. In Ontario, stringent guidelines and assessment processes are in place to ensure these standards are consistently met. A critical component of this process is the Pre-Start Health and Safety Review (PSR), which must be performed by a licensed engineer before pallet racking systems can be legally used.
What Is a PSR in the Racking Industry?
A PSR (Pre-Start Safety Review) is an in-depth assessment of a warehouse racking system to ensure compliance with local health and safety laws and regulations. It is sometimes referred to as a capacity report review. Only licensed engineers can legally perform these reviews.
The Importance of PSRs
The PSR process involves a thorough examination of each racking unit to assess & identify potential damage or safety hazards, and confirm proper installation. The final PSR report determines if the racking system complies with local regulations and specifies any necessary adjustments to meet safety standards.
Failure to comply with the safety standards outlined in a PSR is a serious offense, endangering the health and safety of warehouse workers.

When Is a PSR Needed?
According to Section 7 of Ontario’s Regulation for Industrial Establishments (Ontario Regulation 851), Clause 45(b), a PSR is required in the following scenarios:
- Installation of a new pallet racking system
- Modifications, reconfigurations, or repairs to an existing racking system
- Damage sustained by any part of the racking system
- Missing documentation on the operational safety and load capacity of the system
- Changes in the type or weight of loads stored or the kind of lift trucks used
Why Are PSR Capacity Reports Necessary?
PSR reports are essential for ensuring that your racking systems are compliant with Ontario’s health and safety regulations. They identify structural deficiencies while also providing recommendations to enhance safety.
What’s Included in a PSR Report?
A comprehensive PSR report includes:
- The engineer’s seal
- Signatures of the inspector and collaborators, along with inspection and report issuance dates
- Specifications, design codes, and factors used to assess the racking system
- Load capacity and structural capability of the system
- Details of any areas of non-compliance and necessary corrections

Rack Repairs
Our rack repair designs utilize an innovative encapsulation method. This approach strengthens the damaged areas by enclosing them with reinforcing plates, ultimately making the repaired sections even stronger than the original rack design. We can address nearly any type of rack damage using these reinforcing plates. All our racking repairs are conducted in partnership with DC Racking, experts in rack repairs and inspections.
